Bespreekpunt in twee termijnen
Vanaf 2020 wordt het abonnementstarief in de Wmo vastgelegd een vast bedrag van € 19,- per maand. De gemeente kan binnen het abonnementstarief andere keuzes maken bijvoorbeeld iedereen een lagere bijdrage opleggen of voorzieningen uitzonderen van de bijdrage. Iedere gemeente wordt geacht deze beleidskeuzes te maken en dit vast te leggen in de Verordening Maatschappelijke Ondersteuning. Met dit voorstel zetten wij de beleidskeuzes en ons voorstel daarbij op een rij. De uitwerking daarvan in de verordening heeft in artikel 34 plaatsgevonden.

Het college heeft besloten vanaf 1 januari 2020 over te willen gaan tot elektronische kennisgeving en bekendmaking en daartoe een verordening door de raad te laten vaststellen. Aanleiding voor dit besluit is dat NDC Mediagroep de bezorging van huis-aan-huisblad de Nieuwe Ooststellingwerver in een deel van het buitengebied (ca. 273 adressen) niet kan garanderen. Dit staat op gespannen voet met de verplichting om actief te informeren over kennisgevingen en bekendmakingen van de gemeente.

Op 17 december 2019 heeft de gemeenteraad van Ooststellingwerf de volgende verordeningen vastgesteld: de onroerendezaakbelasting 2020, de forensenbelasting 2020, de toeristenbelasting 2020, de precariobelasting 2020, de reclamebelasting 2020 en de legesverordening 2020. De verordeningen liggen ter inzage vanaf heden tot en met 24 januari 2020 bij de centrale balie van het gemeentehuis in Oosterwolde.

Jaarlijks worden de gemeentelijke tarieven voor het maken van een aansluiting op de riolering aangepast, omdat de uurtarieven en de materiaalkosten veranderen. De gemeente geeft in principe aan iedereen toestemming om een woning of een ander gebouw op de riolering aan te mogen sluiten. Het deel van de huisaansluiting tot aan de eigendomsgrens (incl. de zogenaamde erfscheidingsput) wordt door de aanvrager aangelegd. Het deel van de huisaansluiting in grond dat in eigendom van de gemeente is, wordt door de gemeente aangelegd. De kosten hiervan worden in rekening gebracht bij de aanvrager. Dit gebeurt op basis van de “Verordening eenmalig rioolaansluitrecht 2020”. De tarieven zijn o.a. afhankelijk van de soort verharding en de soort riolering in de weg voor de woning of het gebouw.
