    Voorgesteld besluit

    1. Een goede ruimtelijke ordening op het motorcrossterrein De Prikkedam en in de
      omgeving van het terrein te waarborgen.
    2. De uitspraak van de Afdeling bestuursrechtspraak van de Raad van State van 19
      december 2018 uit te voeren.
    3. Het bezwaar van 19 januari 2015, voor zover dit ongegrond is verklaard, tegen het
      besluit van 16 december 2014 om geen nieuw bestemmingsplan vast te stellen voor
      het motorcrossterrein De Prikkedam, gegrond te verklaren.
    4. Een motorcrossterrein op het perceel aan de Prikkedam 1A in Makkinga planologischjuridisch mogelijk te maken.

    1. De feitelijk bestaande situatie die in overeenstemming is met wet- en regelgeving en
      het verzoek van MSV De Prikkedam van 17 april 2017 om (aanvullende) activiteiten
      mogelijk te maken als uitgangspunt te nemen.
    2. Een geluidimmissie van ten hoogste 50 dB(A) voor het langtijdgemiddelde
      beoordelingsniveau en een immissie van ten hoogste 70 dB(A) voor het maximale
      geluidsniveau als algemene hoogste grenswaarde te nemen.
    3. Aanvullende motorcrosswedstrijddagen en (andere) (veld)sportevenementen niet
      mogelijk te maken.
    4. Veldsportactiviteiten mogelijk te maken.
    5. Met de reactie zoals opgenomen in de Nota zienswijzen en ambtshalve wijzigingen op
      het ontvangen toetsingsadvies van de Commissie voor de milieueffectrapportage en
      de wijzigingen naar aanleiding hiervan in te stemmen.
    6. Van het Milieueffectrapport Motorcrossterrein De Prikkedam, fase 2 en de Oplegnotitie
      MER hierbij kennis te nemen.
    7. Met de reactie zoals opgenomen in de Nota zienswijzen en ambtshalve wijzigingen op
      de ontvangen zienswijzen op het ontwerpbestemmingsplan Motorcrossterrein De
      Prikkedam en de wijzigingen naar aanleiding hiervan in te stemmen.
    8. Met de ambtelijke wijzigingen zoals opgenomen in de Nota zienswijzen en ambtshalve
      wijzigingen in te stemmen.
    9. Geen exploitatieplan vast te stellen.
    10. Van het rapport Bestemmingsplan Motorcrossterrein De Prikkedam – onderzoek
      schaderisico kennis te nemen.
    11. Het ontwerpbestemmingsplan Motorcrossterrein De Prikkedam met wijzigingen zoals
      opgenomen in de Nota zienswijzen en ambtshalve wijzigingen vast te stellen.
    12. De toelichting met wijzigingen zoals opgenomen in de Nota zienswijzen en
      ambtshalve wijzigingen vast te stellen.
