Het College legt aan de Gemeenteraad een startnotitie over inwonersparticipatie voor. Hierin staat in grote lijnen hoe de gemeente Ooststellingwerf om wil gaan met inwonersparticipatie. Als de Gemeenteraad hiermee akkoord gaat, werkt het College de startnotitie uit in een beleidsnotitie Inwonersparticipatie voor de komende jaren.

Voorgesteld besluit
1. De startnotitie Inwonersparticipatie vast te stellen als uitgangspunt voor het op te stellen beleid
inwonersparticipatie.
2. Bij de opstelling van het beleid onder inwonersparticipatie te verstaan: “Met inwonersparticipatie wordt bedoeld
dat de gemeente belanghebbenden (inwoners, (maatschappelijke) organisaties, ondernemers) betrekt bij de
ontwikkeling, uitvoering en evaluatie van gemeentelijk beleid of specifieke projecten die hen aangaan”.
3. Als hoofddoel van het beleid inwonersparticipatie vast te stellen: verrijking van beleid en uitvoering door de
inzichten en kennis van een diversiteit aan inwoners.
4. In elk collegevoorstel en raadsvoorstel een kopje inwonersparticipatie op te nemen waardoor we bij alle
onderwerpen bewust een afweging maken of en zo ja hoe we met inwonersparticipatie omgaan.
5. Akkoord te gaan met de voorgestelde rol van de Gemeenteraad:
a. In de meeste gevallen neemt de Gemeenteraad via informatie hierover in Raadsvoorstellen achteraf kennis
van inwonersparticipatie en controleert of dit (goed) is gedaan.
b. In het geval van complexe, langdurige situaties of situaties waarin een burgerberaad wordt ingezet bepaalt
de Gemeenteraad vooraf wat de aanpak wordt, wat de kaders zijn waarbinnen participatie plaatsvindt en
welke ruimte inwoners krijgen (van meepraten tot meebeslissen).
6. Doorlopend een aantal vaste participatie-instrumenten in te (blijven) zetten, waaronder het inwonerspanel en de
burgerpeiling.
7. In situaties waarin het mogelijk is te gaan experimenteren met een burgerberaad. -
