    GroenLinks wil het stuk van de Veteranen-ombudsman graag agenderen voor de eerst volgende commissie Ruimte en/of Samenleving. Naar ons inzicht geeft deze ombudsman waardevolle tips mee voor de gemeente. We willen graag weten hoe de kennis in Ooststellingwerf op dit vlak is, in hoeverre we hier rekening mee houden bij regelingen.

    Eind 2022 zijn door KWK nieuwe meerjarenonderhoudsplannen opgesteld voor sportcomplex Boekhorst, buitenbad het Bosbad, sporthal de Bongerd, sporthal de Steegdenhal, MFA de Kompaan en MFA Haulerwijk en MFS de Boekebeam. De onderhoudsplannen zijn door deskundigen binnen de gemeente bijgesteld. Klein- en contractonderhoud is uitsluitend meegenomen voor zover dat voor rekening van de gemeente komt. Termijnen zijn op onderdelen aangepast aan wat op basis van het gemeentelijk beleid gebruikelijk is.

    De nieuwe meerjarenonderhoudsplannen geven aan dat de huidige dotaties in de onderhoudsvoorzieningen veel te laag zijn om de toekomstige onderhoudsbehoefte te dekken. Er moet eenmalig en structureel budget aan de voorzieningen worden toegevoegd. In de jaarrekening 2022 is hier melding van gemaakt bij gebeurtenissen na balansdatum.

    Voorgesteld besluit

    Zorgen voor voldoende middelen om in de toekomstige onderhoudsbehoefte van diverse sport-, welzijns- en multi functionele accommodaties (MFA’s) te voorzien. Daarvoor de volgende besluiten te nemen: 
    1. In te stemmen met de nieuwe meerjarenonderhoudsplannen van sportcomplex Boekhorst, buitenbad het Bosbad, sporthal de Bongerd, sporthal de Steegdenhal, MFA de Kompaan en MFA Haulerwijk en MFS de Boekebeam. 
    2. Voor het toekomstige onderhoud van de betreffende accommodaties uit te gaan van conditie redelijk 
    3. Eenmalig in 2023 een bedrag van € 1,6 miljoen en structureel vanaf 2023 een extra bedrag van € 85.000 te doteren aan de voorziening Bosbad/Boekhorst 
    4. Structureel vanaf 2023 een extra bedrag van € 55.000 te doteren aan de voorziening Bongerd 
    5. Structureel vanaf 2023 een extra bedrag van € 40.000 te doteren aan de voorziening Kompaan 
    6. Structureel vanaf 2023 een extra bedrag van € 29.500 te doteren aan de voorziening Steegdenhal 
    7. Structureel vanaf 2023 een extra bedrag van € 24.000 te doteren aan de voorziening Boekebeam 
    8. Structureel vanaf 2023 een extra bedrag van € 20.000 te doteren aan de voorziening MFA Haulerwijk (Samensprong) 
    9. De extra dotaties in 2023 te verwerken bij de najaarsrapportage 2023 en de extra dotaties vanaf 2024 te verwerken in de begroting.
