    De heer B. Beijert van OoststellingwerfsBelang wil graag ingekomen stuk 1490 'Aanbieding wijziging GR 2024 voor zienswijze gemeenteraad' bespreken. Hij vraagt zich af of Hûs en Hiem nog noodzakelijk is bij de nieuwe omgevingswet.

    Voor u ligt het controleprotocol en het normenkader 2023. In het controleprotocol regelt de raad een aantal zaken ter voorbereiding op en ondersteuning van de accountantscontrole. Het vorige controleprotocol dateerde uit 2014 en is mede door de komst van de rechtmatigheidsverantwoording door het college verouderd.


    De auditcommissie heeft dit dossier behandeld tijdens haar vergadering van 31 januari 2024 en brengt hierover een positief advies uit.

    Per brief van 20 december heeft het Recreatieschap Drenthe de ontwerpregeling toegezonden voor een zienswijze. Per 1 juli 2022 is een de wijziging van de Wet Gemeenschappelijke regelingen (Wgr) in werking getreden. De wet versterkt de positie bij besluitvorming en de controlerende rol van gemeenteraden door hen meer mogelijkheden voor inspraak te geven bij het treffen van gemeenschappelijke regelingen en bij het nemen van besluiten door de besturen daarvan. De wijzigingen die hieruit voort vloeien zijn in de GR Recreatieschap Drenthe verwerkt.
