    De Stichting Beheer Multifunctioneel Vastgoed Oosterwolde (hierna: de Beheersstichting) heeft als taak het als een “goed huisvader” beheren en in stand houden van de Kampus Oosterwolde. Hoewel de Beheersstichting eigenaar is van de Kampus Oosterwolde houdt zij een verantwoordingsplicht naar de gemeente Ooststellingwerf, in casu naar de raad

    Het voorstel Voorzieningen nieuwe MOP’s (hierna: onderhoudsplannen) is in september 2023 door de raad van de agenda gehaald op verzoek van de raadscommissie Ruimte. De bestaande onderhoudsplannen blijven daardoor gehandhaafd. Het hierin opgenomen onderhoud wordt zoveel mogelijk uitgevoerd. Bij grote investeringen met een meerjarig nut wordt beoordeeld of de investering uitgesteld kan worden in afwachting van de uitkomsten van het accommodatiebeleid. De aan deze onderhoudsplannen gerelateerde onderhoudsvoorzieningen en dotaties aan de voorzieningen blijven ook gehandhaafd. De raad heeft verzocht om te onderzoeken wat er nodig is om de accommodaties veilig in stand te houden tot er meer duidelijkheid is omtrent het accommodatiebeleid. Hierbij dient in elk geval kritisch gekeken te worden naar het Bosbad en de Boekhorst. Dit voorstel voorziet hierin.

    Voorgesteld besluit: 
    Het via de bestaande onderhoudsplannen geplande onderhoud uit te voeren voor de accommodaties sportcomplex Boekhorst, buitenbad het Bosbad, sporthal de Bongerd, sporthal de Steegdenhal, MFA de Kompaan, MFA Haulerwijk, MFS Waskemeer, gymnastieklokaal Appelscha, Elsloo, Donkerbroek, Oosterwolde en de Bosbergtoren. Waar nodig voor het borgen van de bedrijfsvoering en de veiligheid van de gebruikers/bezoekers extra onderhoud uit te voeren. Besluitvorming over nieuwe onderhoudsplannen te laten plaatsvinden na de vaststelling van het accommodatiebeleid. 
    Daarmee: 
    1. De bestaande onderhoudsplannen van de accommodaties te handhaven. 
    2. Het onderhoud aan de accommodaties zoveel mogelijk uit te voeren conform de bestaande onderhoudsplannen. 
    3. De bestaande voorzieningen en dotaties voorzieningen voor de accommodaties te handhaven. 
    4. Voor het Bosbad in 2024 voor € 141.848 en voor sportcomplex Boekhorst in 2024 voor € 98.157 extra onderhoud uit te voeren en dit (= € 240.005) ten laste te brengen van de voorziening. 
    5. Voor MFA de Kompaan in 2024 € 45.904 extra onderhoud uit te voeren en dit ten laste te brengen van de voorziening. 
    6. Voor MFS Waskemeer (Boekebeam) in 2024 € 64.000 extra onderhoud uit te voeren en dit ten laste te brengen van de voorziening. 
    7. Voor MFA Haulerwijk (Samensprong) in 2024 € 24.000 extra onderhoud uit te voeren en dit ten laste te brengen van de voorziening. 
    8. Voor gymnastieklokaal Elsloo in 2024 € 11.521 extra onderhoud uit te voeren een dit ten laste te brengen van de voorziening. 
    9. Besluitvorming omtrent de nieuwe onderhoudsplannen van de accommodaties te laten plaatsvinden nadat het accommodatiebeleid is vastgesteld.
